General Statement of Job: The Library is seeking a proven candidate with superior technological and administrative abilities, strong leadership, communication, and interpersonal skills, and the ability to create an environment that encourages progressive change and innovation. The successful candidate should be results-oriented and able to respond energetically, professionally and creatively to new challenges. The Library has recently migrated to the Evergreen automation system and offers a variety of online reference databases and indexes, educational games for children, and other library technology applications. The new System Administrator must have networking, server, hardware and software working experience; be proficient in SQL; and knowledgable of open source resources and their application to the library setting.

Minimum Training and Experience: This position requires a Master's degree from a college or university accredited by the American Library Association in Library and Information Science, with specialization in information technologies and library automation systems and services, supplemented by three to five years of relevant library administrative, automated system and training experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

Job Title: Systems Administrator
Systems Administration Department


General Statement of Job:
Under little or no direct supervision is responsible for the research, planning, purchasing, and implementation of technological resources to facilitate and enhance library services and administration. Determines computer hardware and software needs; installs and oversees the use of computer systems; and provides staff training and user support services as needed. Troubleshoots and diagnoses malfunctions; performs and/or supervises the repair or replacement of system components as necessary. Supervises and reviews the work of subordinate department personnel, and performs a variety of other complex analytical and administrative functions to ensure the effective and efficient management of the library's technological resources. Reports to the Library Director.


Essential Job Functions:

  • Supervises York County Library Systems Administration Department personnel; assigns work loads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning; reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems, and recommending employee transfers, promotions, disciplines, discharge and salary increases.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
  • Responsible for planning, developing and implementing ongoing and innovative information systems and services. Conducts research, develops technology models and formulates strategic plans for the short- and long-term development of library computer systems.
  • Continually evaluates computer system performance and potential in terms of technological trends and opportunities. Participates in in-house and community planning efforts for the continuous improvement of library information services and technologies.
  • Directs short-term and long-range creation and expansion of library technological infrastructure to ensure adequate data storage capacity and the efficient delivery of information. Recommends the effective use of library space for information technologies.
  • Coordinates the selection and purchase of computer applications software and hardware, CD ROM products and on-line resources.
  • Maintains budgetary accountability for information technologies and related services adopted; pursues alternative methods of financial support and resources, including grants; and conducts effective contract negotiations on behalf of the organization.
  • Installs, configures, troubleshoots and evaluates both hardware and software components.
  • Works with Community Relations personnel in the maintenance of the Library's Internet Website.
  • Determines staff training needs and coordinates training in the use of library technology. Supervises staff system-wide in the use and maintenance of all system technology.
  • Provides user support services in library headquarters and branches, including assessing the needs of library staff and patrons, providing hands-on training, directing special projects involving computer technology, writing informative articles for staff newsletter, configuring computer programs for ease of use, providing timely response to technology- related problems and requests, etc. Provides on-call systems support by serving as the primary contact for library staff and vendors for computer problems and emergencies; performs non-routine computer tasks nights and weekends as needed.
  • Oversees the operation of a public access Technology Center at the headquarters library in Rock Hill, in addition to public access computers in all service outlets. Supervises a full-time Systems Administration Specialist responsible for the lab and for supervising part-time lab assistant personnel.
  • Designs and runs computer programs; runs utility and diagnostic software as needed; designs customized analytical and statistical reports; maintains electronic documentation of problems, concerns and communications.
  • Performs preventive and routine maintenance on computer hardware components, peripherals and telecommunications links; diagnoses malfunctions and performs/supervises component repair/replacement.
  • Ensures availability of automated systems during scheduled times; responds to emergency or other non-routine situations as appropriate; coordinates system backup procedures.
  • Coordinates and administers library network and related services; administers Internet services for staff and public use; maintains systems security from outside intrusion, corruption of data and unauthorized use.
  • Compiles statistical data and creates reports as required.
  • Manages an adequate inventory of computer supplies and materials.
  • Maintains expertise in information technologies currently in use and develops a working knowledge of emerging technologies through professional readings, correspondence and by attending professional conferences, seminars, in-service workshops and training programs.
  • Receives, reviews, prepares and/or submits a variety of documents including invoices, technical reports, specifications, product and information technology announcements, annual reports, meeting minutes, contracts, product documentation, various forms, computer-generated reports, logs, statistical reports, grant proposals, meeting agendas, training materials, inventory reports, purchase requisitions, status reports, memos, correspondence, etc.
  • Operates a variety of equipment such as the Library computer systems, printers, modems, scanners, plotters, CD-ROM changers and other computer equipment; typewriter; telephone; pager; telxon portable circulation unit; copier; small hand tools; handtruck; bookcart, etc.

Additional Job Functions: Supports information requests by identifying specialized computerized resources, conducting online searches and delivering and interpreting output. Performs related duties as required.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS


Physical Requirements: Must be physically able to operate a variety of machines and equipment including computer systems and peripheral equipment, telephone, basic office equipment, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; work involves walking or standing, pushing or pulling, etc., for periods of time. Must be able to lift and/or carry weights of up to seventy pounds.


Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
